FBI Criminal Background Check for Panama

On August 12, 2013, the Panamanian (Panama) Embassy website posted the following information concerning obtaining an FBI Criminal Background Check for residency in Panama.

Panama is now requiring a Federal FBI Identification Record for purposes of obtaining Residency in Panama. This criminal background check/criminal history record/rap sheet can no longer be just from the state in which you last resided.

Note: The criminal background check record from the local police, Department of Justice (State Background Check), or Sheriff’s Department can no longer be used.  You must first contact an FBI Channeler to help expedite the background check process.  They will mail to your home or office the authentication letter printed on a special tamper resistant paper (Example of FBI authentication letter is below).

Obtaining an FBI Apostille cannot be done at the US Embassy in Panama because they do not have access to the data files that would allow signature comparisons for this purpose.  If the FBI finds no record, you will receive a “no record” response. If you do have a criminal history record on file, you will receive your Identification Record or “rap sheet.”  Typically, a rap sheet is a minimum of two pages long.

To use the FBI Record in Panama, you must specifically request it to be FBI-Certified when you contact the FBI Channeler.  The FBI Channeler will return the documents directly to you when completed (by mail), but it will not yet be Apostilled for legal use in PanamaThe following note will accompany the record:

The FBI’s CJIS Division has authenticated the enclosed U.S.Dept of Justice Order 556-73 finger print search results…. If you require an Apostille, you must submit this authenticated document to the U.S. Dept of State (DOS) for further action.

You will need to mail the authentication letter to our office in Washington, D.C. for processing.  The processing time is currently 3-4 business days (As of January 2015).  Please allow 1-2 business days for the return FedEx/UPS shipping.  If you require international shipping, please contact us for a price quote.

Criminal Background Check Apostille

In the United States, you can obtain a background check from the local Police, Sheriff’s Department, Your State’s Department of Justice (Example: California Department of Justice), and the FBI.

It’s important to know which background check is acceptable for the country requesting your documents to avoid any additional costs or delays.  Because this site is tailored for the FBI Background Check Apostille, we are also going to touch off on obtaining a background check from the County or State.

Some countries may request that you obtain an FBI background check in additional to a State/County background check.  We have also put togeher a “How To Apostille” section on one of our websites to help you with step-by-step directions.  Please don’t hesitate to Contact Us if you’re questions are not answered here.

Obtaining Your Background Check from the County (Local Police / Sheriff’s Department):

Step 1: Contact the local Police Station or Sheriff’s Department and explain to the operator that you will need a background check performed.  You will need to schedule a time to meet with the Records Technician or Records Administrator.  It’s possible you maybe able to order the background check over the phone but in most cases, you will need to physically go to the location.

Step 2: Once you have been alerted that your document is complete and ready for pick-up, you’ll need to schedule a traveling notary to the location to notarize the Records Technician or the Records Administrator’s signature on the document.  Be sure the notary follows the notarial laws in their state or the document will be rejected by the Secretary of State.

Step 3: Once the document has been notarized, you will then need to mail the original notarized document to our office including our Order Form and credit card authorization form.

Please note that in certain States, the notaries signature must also be authenticated by the County Clerk  or Court. Please read our Apostille Rates for more information.

Obtaining Your Background Check from the Department of Justice:

Step 1: You will need to contact the Department of Justice in your State to inquire on how you can submit your fingerprints to obtain your background check and the authentication letter you will need to mail to our office.  The authentication letter should be a State document with a name and signature of the official who will sign the document.  For example, in California, it’s the California Department of Justice.  In your State, they may reference a different name.

Form DS-4194 – Authentication Apostille

The FBI authentication letter you will receive in the mail through the FBI Channeler is a U.S. Federal Government document which can only be authenticated by the U.S. Department of State in Washington, D.C.  This blue-tinted letter which is signed by the FBI Section Chief (Example: https://www.apostillefbi.com/fbi-apostille-example/ ) is printed on a special tamper-resistant paper.  If you attempt to make a copy, it will read “Void” or “Copy Unauthorized”.

If you are in a rush and you already have the blue-tinted authentication letter, we recommend that you mail your document to our office in Washington, D.C. for fast 3-4 business day processing.  Please allow 1-2 additional business days for UPS overnight delivery.  If you would like to deal with the U.S. Department of State yourself, you will need to download Form DS-4194 and mail your documents directly to the State Department.  Please note that unless your documents are hand-delivered and picked-up from the U.S. Department of State, the processing time can exceed 30 days.

Washington DC Apostille & State Documents

Here is a scenario we encounter often…. You’re getting married in Italy and need an Apostille on a variety of documents including an FBI Background Check.  You were born in California, married in Nevada, and divorced in Colorado.  In order to obtain an Apostille on all these documents, you’ll need to mail to our office the FBI Authentication letter signed by the Section Chief, your certified California birth certificate signed by the County Clerk / State Registrar, your certified marriage certificate from Nevada, and your certified divorce decree from Colorado.

We can help authenticate your documents even if you are already in another country.  If your immediate relative is unable to assist you, you can visit the local US Embassy who will help you obtaining your documents including notarization and fingerprint rolling.  You can find a local US Embassy / Consulate office here: http://www.usembassy.gov/ . Once we have all your documents, we’ll then start the process of authenticating them through the Secretary of State offices and the US Department of State in Washington, DC.  The processing time can vary depending on the State but generally our conservative estimate is 7-10 business days.  The FBI Apostille (US Department of State) processing time is 5-8 business days including overnight shipping.  California documents are processed the same day and documents issued form Washington, DC are processed the next day.

How Do I Get an FBI Apostille?

The very first step in obtaining an FBI Apostille is to contact an FBI Approved Channeler.  The two most popular we’ve seen most people use are:

You will need to request an Authentication letter signed by the Criminal Justice Information Services (Biometric Services Division) Section Chief Kimberly J. Del Greco.  Click here to see the example of the letter.  This letter which is printed on a special blue-tinted paper will arrive in the mail.  You will need to mail-in this letter to our office for fast 5-8 business day processing.

Once we receive your documents, it will be shipped to our office in Washington, DC where one of our staff members will hand-deliver your documents to the US Department of State’s Office.  The processing time is generally 3-4 days at their office but we do require additional time for shipping.  Please keep in mind the US Department of State is closed on weekends, Holidays, and when sever weather impacts the District of Columbia (DC).

Once your documents have been completed, they will be picked-up and delivered to the UPS drop-off location.  They will then be shipped to your location for next business morning delivery(Excluding: Saturday, Sunday, major holidays, and International Shipping).  This ensures that your order is professionally handled from start to finish.

US Department of State Apostille

The U.S. Department of State authenticates FBI documents being sent to countries who are members of the Hague Apostille Convention.  Because this document is a document issued by the FBI, it’s considered a Federal Document and needs to be authenticated by the U.S. Department of State (Federal Government).

Are you thinking of moving to South Korea to teach English as a second language (ESL)? You’ll need to request an FBI Criminal Background Check before you can obtain a signed authentication letter by the Section Chief which you’ll need to send us for the FBI Apostille.

Be sure to request a letter signed by a Section Chief, Biometric Services Section of the Criminal Justice Information Services Division (CJIS).  You’ll need to send us this letter so we can obtain an FBI Apostille for you through the US Department of Sate in Washington, D.C.

You may also need to obtain an Apostille for your University or College Degree.  Your degree will first need to be notarized before the Secretary of State will attach an Apostille.  Example: If you obtained your degree from a University or College in California, you’ll need a California notary to help you with the notarization and a California Apostille Service to help you with obtaining the Apostille from the California Secretary of State.  Some services can provide both, but you’ll most likely need to coordinate the work between a traveling notary and an Apostille service.

I suggest you keep everything consistent.  If your degree is from a University in New York, find a service in New York to help you with the notary and Apostille in that state.  You don’t want a New York University degree notarized and Apostilled from another state.  Be smart, get your State Apostille from the State you graduated in.
